The visitors started well and soon had City under pressure, as Rai Vloet brought a save from Ben Killip in the opening exchanges, yet the resulting corner came to nothing.
Matthias Verreth found space drifting in from PSV's left hand side but then could only bend his effort in the stands when on the edge of the Norwich area.
Deep inside his own half, Jamar Loza picked up the ball and quickly made his way towards goal but had his claims for a penalty rejected after going down in the box.
However, the Dutch second-tier side soon took the lead after Albert Gudmundsson's deft outside-of-the-boot pass found Gastón Pereiro in the area who lashed the ball past Killip on 24 minutes.
They had the chance to double their lead 10 minutes later, after Ray Grant's pass was intercepted by Jurgen Locadia who raced past Toffolo before finding Vloet ten yards out, but the latter could only put it wide of the post.
The second half sparked into life on 70 minutes as Hooper fired a rasping drive goalwards from the edge of the penalty area after Jamie Eaton-Collins' lay-off. Goalkeeper Remko Pasveer, however, was equal to it and set PSV away on the counter, resulting in Killip denying substitute Moussa Sanoh.
With 86 minutes on the clock, the deficit was extended to two goals as Locadia's cut-back found Boris Cmiljanic lurking on the six-yard box, and he calmly stroked the ball into the net.
Things got worse soon after as Michee Efete was deemed to have fouled Sanoh in the Canaries' penalty area, with Locadia himself then getting on the scoresheet to put the game beyond doubt.
Dmitri Halajko said afterwards: "I think they were the better team, they are a very good team, but I thought in the second half there was a time when I thought we might get back into it.
"We started to edge our way back into the game, but their second goal came at the wrong time for us. It took the wind out of us when we were hoping to score the next goal.
"They play in the Netherlands' version of the Championship, so they play mens football week-in, week-out and they have some really experienced professionals. It was great for our lads to play against, it shows us the level."
