Jurgen Klopp believes Liverpool's young players are best served staying at the club to continue their football education under his tutelage.
Speaking after he opted for a largely inexperienced side in their FA Cup replay against Exeter City, Klopp said: "It's a long way [to go] for these young boys.
"You have to develop individually but you have to develop as a team, you have to learn your position and you have to show you can work together with the team.
"We will keep them here, work with them and I am sure the way will be shorter for them."
Left-back Alberto Moreno has been one of Liverpool's most consistent performers in an inconsistent season.
The Spain international has clocked up 29 appearances in all competitions and drew praise from Jurgen Klopp shortly after the German took over at Anfield.
Moreno, 23, was signed by previous boss Brendan Rodgers for a reported £12m from La Liga side Sevilla in August 2014.
He was man of the match in City's 1-1 draw at Anfield back in September, assisting Danny Ings' for Liverpool's goal that afternoon prior to Russell Martin's leveller.

Liverpool cruised into the Fourth Round of the Emirates FA Cup in midweek, beating Exeter City 3-0 in their replay at Anfield.
The Merseysiders were forced into playing a second game to decide the tie having been held to a 2-2 draw at St James' Park earlier this month.
Joe Allen's 10th-minute opener set them on their way on Wednesday, but they didn't extend their lead before half-time despite dominating the play.
Sheyi Ojo's excellent second half strike put the contest beyond Exeter's reach before Joao Teixeira finished off the scoring with a tidy finish eight minutes from time.
