West Ham threatened more than City in the first half and might have considered themselves unfortunate not to go in ahead at the interval.
Reece Oxford nodded wide of Ben Killip's goal inside two minutes at the Chigwell Construction Stadium, with the hosts pushing Dmitri Halajko's side deep into their own half.
City were solid in their shape, however, and they prevented any further clear opportunities until Killip was called into action twice to deny Toni Martinez towards the end of the opening 45 minutes.
Martinez and Fletcher were then thwarted by the Canaries custodian early in the second half, but the latter made the breakthrough on 55 minutes.
Moses Makasi found the former Manchester United frontman in the box and he couldn't miss from six yards, edging his side in front.
Not long after, Fletcher should have added to his and his team's tally but shot wide - only for Browne to finish a Hammers counter-attack to quickly put them two the good, with Martinez notching another assist.
Two minutes later, however, Crowe gave City renewed belief for claiming something from the match when he reacted quickest at a corner to turn the ball home.
But West Ham saw out the remainder of the contest despite the Canaries' endeavours, and Halajko's men now have only two days to prepare for Thursday's International Cup clash with Aston Villa at Carrow Road (7pm).
