The shortlist consists of defenders Kellen Fisher and Shane Duffy, on-loan midfielder Anis Ben Slimane and the in-form Borja Sainz.
During October, City played five games, winning once and drawing on four occasions.
Twice, the Canaries came from two goals behind to rescue a point, against Preston North End and Middlesbrough.
It's also now seven games without defeat for Johannes Hoff Thorup's side.

Kellen Fisher
It's been an excellent month for the young full-back, starting in every one of Norwich's five fixtures.
His tough tackling and energetic runs have made him a firm favourite in the stands at Carrow Road this season.
His cross set up Borja Sainz for the first goal against Preston North End while it was Fisher who also forced Seny Dieng's OG in the comeback against Middlesbrough.
Shane Duffy
Shane Duffy remains an ever-present in the Championship for City this season, playing the full duration of all five games in October.
He has been instrumental at the back, forming a strong partnership with Fisher on the right-hand side of the defence.
His second goal for the club also came in the 2-2 draw at Preston, the centre-back rushing forward and linking up with Josh Sargent before applying the finish.
Anis Ben Slimane
Another player who featured in all five of our fixtures across October, Anis Ben Slimane has played his part in the team's unbeaten run.
The Tunisian international signed on loan from Sheffield United in August and has played a key role in linking the play together between the midfield and the front three.
Borja Sainz
After sweeping up as many accolades as he could across September, Borja Sainz has continued his stellar form into October.
The Spaniard scored four in five games, as well as registering two assists in the 4-0 win against Hull City.
His double against Middlesbrough extended his ever-growing catalogue of stunning goals.
