Carrow Road is our home. History, heritage and tradition – and in order to ensure our stadium is best prepared for the long term future, we’ve confirmed details of a phased plan of development.

The development works are set to benefit our supporters attending games at Carrow Road, ensuring a better all-round matchday experience, both inside the stadium and on the wider Carrow Road footprint.

Once complete, these works will have some immediate benefits to supporters, as well as the future generations of supporters who will attend games at Carrow Road.

Development phases

Phase 1: Fan zone

Development of a new external fan zone, located on land behind the Barclay Stand. This fan zone will be open both pre and post-match, and be available for home fans situated in all areas of the stadium. The club is currently working alongside both the City and County councils to ensure this project can get up and running as quickly as possible.

Given the wider impact such development will have on the local area, the club anticipates this application will require consultation with local stakeholders prior to consent being granted.

The club hopes to be in a position to submit a planning application in the coming months.

Phase 2: Stadium mapping

To create a bespoke matchday experience for all, a new stadium seating map will be created. Dedicated sections will feature tailored entertainment, food offerings and experiences for supporters in different areas of the stadium. Our designated family areas will feature food offerings for children, concourse activities and visits from Captain Canary.

As part of this process, we will need some season ticket holders to relocate their seat to another area of the stadium. This will include those season ticket holders located in the lower tier of the Regency Security Stand, and a section of season ticket holders in the South Stand.

Phase 3: Enhance and maximise supporter experience

There will be further development of the premium offerings in the Regency Security, Barclay and South Stand areas. These areas will be refreshed and updated in order to create an improved matchday offering for those supporters wishing to upgrade their matchday experience.

This will also ensure the stadium is fully prepared for the long-term future, both on a matchday and non-matchday.

Phase 4: Preparation for City Stand redevelopment

The club continues to explore plans to redevelop the City Stand, and the successful implementation of phases 1, 2 and 3 will ensure the club is in the best possible position to progress plans in the future.

Season ticket holders

Those supporters required to relocate their season ticket seat will have already been contacted by the club via email. The club will issue a further communication in the coming months detailing the process regarding the season ticket renewal period for the 2026/27 season. You will have first priority on relocating your season ticket to another area of the stadium, with, where possible, the opportunity to sit with friends and family.

All of those season ticket holders located in the South Stand and impacted by the works will have already received a direct email communication from the club. The club will issue a further communication in the coming months detailing the process regarding the season ticket renewal period for the 2026/27 season. You will have first priority on relocating your season ticket, with, where possible, the opportunity to sit with friends and family.

No - the movement of seats will be permanent in line with the outlined stadium mapping. As part of this, the away fans will be moved to the lower tier of the Regency Security Stand and will remain there going forwards.

The stadium has capacity to maintain pricing categories for all of those season ticket holders needing to relocate their seat. All season ticket holders will be given an opportunity to relocate their season ticket in a new area of the stadium.

Yes, following the relocation of the away supporters, a section of seats will be available in the South Stand. These will be made available to any season ticket holders directly impacted by these works as a priority, then made available to other season ticket holders.

Yes, all season ticket holders will be given the opportunity to relocate their seat to another area of the stadium. Priority on relocating to a new area of the stadium will be given to those directly impacted in the South Stand and lower tier of the Regency Security Stand. The club will communicate details of how all season ticket holders will be able to relocate their existing season ticket seat to another area of the stadium in due course.

New facilities and stadium works

Works on the South Stand and the Regency Security Stand are set to commence before the New Year, with the new stadium map in place for the start of the 2026/27 season.

Whilst supporters may see signs of construction works at the stadium throughout the 2025/26 season, these works will not impact supporters’ visit to Carrow Road.

Safe standing will remain in its current locations in the lower tier of the Barclay Stand, Thorpe Corner and in the South Stand, which from the start of the 2026/27 season will be made available to home supporters. Additional safe standing will be added to the lower tier of the Regency Security Stand for away supporters. The installation of which will not impact supporters during the 2025/26 season.

Whilst the club has held exploratory discussions and conducted various feasibility studies, the development of the City Stand remains a long-term ambition of the club. In completing the proposed works, Carrow Road will be best prepared for the future development of the City Stand.

Following completion of the works, new wheelchair spaces will be created for home and away supporters. The sensory room and Changing Places facility in the Joma Community Corner will remain in place and will not be affected by the upcoming stadium changes.

Yes, as part of the works the club will redevelop a currently vacant space in the South Stand. Further details of this offering will be communicated in due course.

The club is committed to delivering the fan zone as soon as possible and are currently working alongside both the City and County Councils to ensure this can happen. Given the wider impact such development will have on the local area, the application will be submitted at a later date, once all parties are comfortable with the proposals. The club anticipates this application will require consultation with local stakeholders prior to consent being granted.

Yes, there will be a limit on the number of supporters able to enter the newly-created fan zone on matchdays. Further details on the new fan zone will be announced in due course.

Away supporter relocation

The lower tier of the Regency Security Stand affords the club the opportunity to accommodate differing levels of away supporters, whilst ensuring the club can develop the best possible facilities for home supporters, both in and outside of Carrow Road. The South Stand offers the best concourse and facilities to home supporters, whilst affording access to the newly-created fan zone.

Yellows Bar & Grill will close, with the concourse and external areas in the Lower Regency Stand accommodating visiting supporters.

Similarly to when away supporters were located in the South Stand, the club will have the ability to accommodate differing allocations of away supporters. Any unallocated tickets in the Lower Regency Security Stand will be made available to home supporters on a match-by-match basis.
