Just Middlesbrough, who have played a game more, and Leeds sit ahead of the Canaries in the table.
Derby currently sit at the bottom of the standings with five consecutive losses to open their campaign.
On the other hand, Alan Neilson's side are yet to lose a game this season, winning three and drawing two.
This will be the first outing at Carrow Road for the U-21s this year as both home victories so far came at the Lotus Training Centre.
