Marcelino Núñez and Ante Crnac returned to Johannes Hoff Thorup's starting line-up against the Rams, with January signings Ruairi McConville, Jacob Wright and Matěj Jurásek all being named on the bench for the first time.
Derby thought they had opened the scoring just before the 10-minute mark as Lars-Jørgen Salvesen met Ben Osborn's cross, but the Norwegian's effort was disallowed for offside.
And moments later, the scenario was reversed as a Lewis Dobbin effort was cancelled out courtesy of the assistant referee's flag.
Núñez saw an effort deflected straight into Jacob Widell Zetterstrøm's hands, as a quiet first half of football came to a close.
The game's best chance came in the second half, as Kenny McLean's free-kick was headed across goal by Callum Doyle. Derby managed to clear their lines before Josh Sargent could tap in to score.
Sargent then forced Widell Zetterstrøm into a save with a venomous effort from range, before the American put the follow-up attempt wide.
Jerry Yates tried to catch Angus Gunn out at his near post, but the shot didn't trouble the Norwich goalkeeper as he saved comfortably.
The Canaries would finally find the break through as Emiliano Marcondes and Sargent combined on the edge of the box, before the US international fired into the back of the net.
In the game's dying embers, Derby were awarded a penalty. Yates stepped up and sent Gunn the wrong way to equalise from the spot.
The Canaries are back in action on Tuesday night, welcoming Preston North End at Carrow Road.
