Head coach Johannes Hoff Thorup says he was left frustrated again by his team failing to secure three points from a winning position.
A determined Oxford United came away from Carrow Road with a point after the 1-1 draw.
"I'm really, really frustrated today again. I can't count how many times this season we have a game picture like we have today, we allow so few chances against us, but it seems like a half-chance is enough for us to concede goals," the Dane said.
"Of course, we have to fight and do everything we can to score that second goal and create more chances. The chances were there tonight. We've seen this before.
"I look at the game, the control we had, the amount of times we are in around the box, I look at the situations where it's final quality and end product that we need. That's a part of the game when you play a low-defending team, the quality was not good enough."
It comes after City conceded late at Ewood Park having only taken the lead in the 90th minute last weekend.
And Hoff Thorup pointed to control and 'killing' games as a big area for improvement.
"The ambition for us is to keep control of the game, create more chances, kill the game by scoring the second goal and the third goal.
"That's the only ambition for us. But we also need to have control against a team that is looking for counter-attacks or set-piece situations. It's so frustrating to concede from a long throw."
Goalkeeper Vicente Reyes made his debut for the club on the night and the head coach had special praise for the young Chilean.
He deputised for Angus Gunn and George Long who were both missing through injury.
"They are out for different reasons. We have to see if they are available for Tuesday night, that's how it is. Fair play to Vinny coming in today and making his debut. It's not easy, he was at a different club just a couple of months ago and now he's here playing.
"He did well and was a big part of us being able to have control in the game. Fair play to him. With all of the injuries and other reasons, we have to get on with it and make sure the guys playing are getting the full attention they need to be able to perform."
