Palace 'keeper Owan Goodman saved a City free-kick early on, before Ademloa Ola-Adebomi shot wide at the other end.
As the rain poured in the capital, Eagles captain Joe Sheridan made a crucial block before curling wide of City's post moments later.
Jayden St Paul was called into action in the 38th minute to collect a dangerous looking ball into the box from Adler Nascimento.
That theme continued in the second half, St Paul making a fingertip save to deny Ola-Adebomi after he linked up with Nascimento.
Finley Welch had a promising attempt for Norwich in the 52nd minute, but Kaden Rodney was on hand to make the block.
The Canaries broke on the counter through Alex Matos shortly after and Goodman got down low to make the save and keep the score level.
Nascimento went close with a rebound from a free-kick in the final 15 minutes, before St Paul made another vital stop to deny David Ozoh.
Junior Dixon, on as a substitute, thought he had given Palace a late lead when he scored in the 85th minute, but the flag was raised for offside.
