Finlay Corke registered the game's first chance in the opening moments, seeing his effort hit the post.
Reuben Cooper was next to threaten the Spurs goal for the Canaries, but his shot was saved by Dylan Thompson.
Tottenham had chances of their own, with Luis Lines making saves to deny Oliver Boast and Miracle Adewole.
After going into half-time level, the away side took the lead four minutes into the second half as Jamel Beggs opened the scoring.
And moments later, they would double their advantage. Miracle Adewole found Armden Muslika, who scored to make it two.
Cooper nearly pulled a goal back for the Canaries, but Thompson was equal to the effort.
Norwich play their first Under-18 Premier League Cup game on Tuesday afternoon, hosting Stoke City (KO 12pm).
