Luke Towler nearly put the Canaries ahead with an effort from his own half, but the Villa goalkeeper got a hand to the shot.
In the second half, Aston Villa went ahead as Luka Lynch finished beyond Luis Lines.
Norwich nearly levelled in the third minute of stoppage time, as Brandon Forbes' free-kick was pushed wide.
The Under-21s welcome West Bromwich Albion in their final home game of the PL2 season next Friday.
