After a quiet first half, Leicester took the lead early on into the second half as Lorenz Hutchinson scored for the Foxes.
AJ Bridge and Elliot Myles created chances for the Canaries, but were unable to find a way beyond the Leicester goalkeeper.
Not long after the hour mark, the home side countered from a Norwich corner and Tommy Neale fired beyond Luis Lines.
In stoppage time, Norwich pulled a goal back through Zach Baumann who curled into the far corner but Norwich were unable to claim a point.
The Under-21s host Southampton in their next Premier League 2 fixture at home to Southampton on Friday.
