Botan Ameen created the game's next opportunity, spinning away from his marker before seeing his ball across goal cleared away.
Norwich took the lead just after the 20-minute mark as Elliot Myles surged forward and found the top corner in brilliant fashion.
Josh Ajala nearly levelled for the home side, but saw his effort cleared off the line by Theo Adelusi.
Two minutes into the second half, West Ham found a leveller as Ryan Battrum fired in from Regan Clayton's cut-back.
Myles nearly restored Norwich's lead just after the hour mark, going on a mazy run before forcing Tom Wooster into a save.
Luis Lines made a good stop to keep the scores level, denying Elisha Sowumni with his feet.
AJ Bridge then had the opportunity to give Norwich the lead after he was felled by goalkeeper Wooster, after being played through by Ameen. Bridge stepped up and sent the goalkeeper the wrong way to score from the penalty spot.
Five minutes from time, Norwich were reduced to 10 men as Adelusi saw red.
In the second minute of stoppage time, West Ham equalised as Tyron Akpata fired in.
