The home side started off well and saw Sean Moore go close with a chance early on.
Caleb Ansen was called into action, saving from both Kamari Swyer and Junior Robinson.
Finley Welch saw Norwich's first chance go just wide of the post after Errol Mundle-Smith's ball into the box caused a scramble.
Dan Ogwuru saw a header saved well by the West Ham goalkeeper, meeting Lucien Mahovo's cross.
Luizao had the first chance of the second half, heading just wide of the post from a West Ham corner.
Just after the hour mark, West Ham were in front. Norwich failed to clear their lines and Josh Ajala volleyed beyond Ansen for the opener.
Toby Chilvers saw an effort on goal held well by Finlay Herrick in the West Ham goal.
It would be defeat for the Canaries, as they were unable to find a way back into the game.
After the international break, the Under-21s are back in action as they begin their Premier League Cup campaign away to Exeter City on Wednesday, September 11.
