Norwich City Women won promotion to Tier 3 on Sunday afternoon as their FAWNL play-off final match against Moneyfields went to penalties at the Pirelli Stadium.
Holly Kennard and Grace Riglar put the Canaries in front inside 15 minutes but Moneys drew level just before the break.
After a goalless second half, the game would be decided by penalties, which City won 6-5.
Andy Cook made no changes to the side that beat Cambridge United at Carrow Road last week, sticking with the exact same starting 11 and bench.
City started the game in complete control, with three corners in quick succession inside five minutes.
The third corner, taken by Evie Williams forced the Moneyfields stopper to tip behind as the defender curled the set-piece goalward.
City then deservedly took the lead after Poppy Groves pounced on a loose ball on the edge of the area, setting up Kennard on the left to shoot and fire into the bottom left corner.
Riglar then doubled the lead just six minutes later, as she poked in from close-range to make it 2-0 with 12 minutes gone.
It could have been three for the Canaries shortly after, as Issy Moore was through on goal but Mia King stood tall to deny the midfielder.
The Portsmouth side then enjoyed some of the possession and were eventually rewarded as captain Ali Hall collected the ball in the area after a scramble and fired home for Moneyfields.
The Canaries were agonisingly close to a third after Lara Densley beat King to the ball in the area and slotted to Snelling in the six-yard box but as she slipped she couldn't get enough on her strike, which was then cleared off the line.
Hall then had another effort at goal just before the break but this time she couldn't find the target.
The away side then found their equaliser in the 45th minute through Britt Jeal, the forward firing in from the edge of the box.
Sarah Quantrill was forced into action early in the second half, as she denied Ali Hall at point blank range inside the six-yard box.
A free-kick for Moneyfields in a dangerous area was taken by Megan Fox and fired straight at Quantrill to collect with ease.
Williams then cleared a ball off the line from a Moneyfields corner to deny the Portsmouth-side from taking the lead.
City did have the ball in the back of the net with 10 minutes on the clock, as Kennard found Snelling in the area but the flag went up for offside.
Substitutes Ceri Flye and Freya Symonds linked up well for the defender to have an effort go narrowly high of the target.
Kennard was then through on goal in injury time and found herself in a one-on-one with King, only for the stopper to block her shot and deny a late winner.
With the scores level at 90 minutes, the game headed to a penalty shootout.
Riglar, Williams, Symonds, Drew Wilson, Eloise King and Kennard were all on target, with Quantrill the hero of the day to save two of Moneyfields.
