Andy Cook brought back Ellie Smith, Natasha Snelling and Shannon Shaw to the starting lineup.
Eloise Morran also made a return to the side for the first time in two months, following a spell on the sidelines through a hamstring injury.
Into the game, Sarah Quantrill was required to pounce on a delivery early on from the visitors but the on-target shot had little power to test the City number one.
Abbie Benstead had space to shoot on the edge of the area but Bedford's forward fired high and out of The Nest's cage.
The Pirates claimed most of the opening spells of possession, putting the Canaries under pressure in their own half, but none of their efforts could find a lead in the opening 30 minutes.
City made appeals for a goal after the ball appeared to cross the line in a defensive scramble from Bedford, but the referee waved away any shouts.
The second half opened with much of the same direction of play, Quantrill now required to make important parries to clear danger from the City box.
Sofia Stovold came close in the 50th minute, getting a flick on the end of a Bedford free-kick but her shot went narrowly wide.
Bedford hit the side netting through Chiara Meola shortly before substitute Freya Symonds slotted a lovely cross to Snelling, but the City forward was just out of reach.
The City stopper than made a huge clearance racing off her line to deny Amy McLean in a one-on-one.
Upon her substitution in the 70th minute, Morran managed a shot early into her appearance, but was blocked by a Bedford shirt.
The final passage of play was all City as they played a high press to keep Bedford high up the pitch, but were not able to get any shots in to find the winning goal.
Norwich City Women are back in cup action next week in the third round qualifying of the Adobe Women's FA Cup at The Nest against Needham Market.
